Dr. Delaney is an internationally acclaimed clinical psychologist who works with foster, adoptive, and kinship care parents and with agencies that serve troubled children and teens. Though he received his master's and doctorate from Loyola University, he maintains his real education started when he began working closely with foster and adoptive families around the country, and he uses the experiences gained from them to share with others.

Dr. Delaney is the author of numerous books on challenges faced by foster and adoptive youth and the adults who care for them. Dr. Delaney has been instrumental in developing Foster Parent College. He is a primary contributor and host for many of the courses.

He has also worked as a consultant for the development of the PATH curriculum for pre-service training of foster and kinship parents, an instructor for the mental health certificate in adoption program at Portland State University, and the principal investigator for a federal grant to provide caseworkers with online training on foster care issues. He is a father and stepfather and lives in Colorado.
